MOE Bursary for Post-Secondary Students

Anyone who asks for your OTP or Singpass password, or asks you to pay before you can get government support, is a scammer.

MOE gives means-tested bursaries to full-time and part-time Singapore Citizen students at ITE, polytechnics, autonomous universities, arts institutions and NIEC. From Academic Year 2026, four income tiers apply based on gross household income (GHI) or per-capita income (PCI). Tiers 1–2 (GHI ≤$5,500 or PCI ≤$1,375) get the Higher Education Community Bursary, and Tier 1 (GHI ≤$4,000 or PCI ≤$1,000) also has its full fees covered; Tiers 3–4 (up to GHI $12,000 or PCI $3,000) get the Higher Education Bursary. Amounts rise with course level: at ITE/polytechnic full-time bursaries run from about $490 up to $3,050 a year, while at the autonomous universities they are higher — roughly $1,350 (Tier 4) up to $6,300 (Tier 1) a year for most courses, and $23,200–$26,100 a year for Medicine and Dentistry. Part-time students can get $350 to $2,800 depending on income and programme. From AY2026 most applications across ITE, polytechnics and universities are automatically means-tested via the HOMES system, so most students no longer need to submit income documents.
