Fresh Start Housing Scheme

Anyone who asks for your OTP or Singpass password, or asks you to pay before you can get government support, is a scammer.

The Fresh Start Housing Scheme helps families with children currently living in HDB public rental flats buy a 2-Room Flexi or 3-Room Standard flat (via BTO, Sale of Balance Flats, or open booking) on a shorter lease of 45 to 65 years, which keeps it more affordable than a standard 99-year lease. Second-timer families (who have used a housing subsidy before) receive a Fresh Start Housing Grant totalling $75,000 for applications from the July 2025 sales exercise onward — $60,000 disbursed to their CPF Ordinary Account shortly before key collection, and up to $15,000 more paid over the following 5 years — alongside a resale levy capped at $30,000 (reduced for shorter leases). First-timer families with children in public rental instead qualify for the Enhanced CPF Housing Grant of up to $120,000. To qualify, the household needs at least one Singapore Citizen parent (and spouse, if applicable) aged 35 to below 55, at least one Singapore Citizen child under 21, stable employment for the past 12 months, average gross monthly household income of $7,000 or less, at least 1 year in a public rental flat with under 3 months of rental arrears in the past year, no property ownership or disposal in the last 30 months, and no prior subsidy from the Relocation, Sale of Flat to Sitting Tenants, or Rent & Purchase Schemes. Flats bought under Fresh Start carry a 20-year minimum occupation period, and second-timer households must renew a Letter of Social Assessment annually for 5 years after key collection to keep receiving grant instalments.
